My Vision for Empowering London


For empowering the Common Wealth of London

London is the world's greatest city. The imagination and skills of its citizens
have established it as the leading force in parliamentary democracy, trade, the
arts, literature, fashion, financial, business and creative services.

It is the conducive political, economic and social environment that keeps
London at the forefront of these activities and sees global companies wanting
to do business and base themselves in London.

As Mayor of London I would champion this thriving economy and would not
interfere with its highly sophisticated workings. The wealth it generates not
only fuels the national economy, it also provides a livelihood for hundreds of
thousands of people living in London and across the South East of England.

Anything that creates business "friction or drag" is the quickest way to drive
employment, skills and business abroad. As Mayor of London I undertake to
do nothing to impede its prospects and will assist and market London's
economy in any way possible. I outline my economics approach in the essay
entitled London: The Clever Economy later in these pages.

For empowering Londoners

Despite this wealth of human endeavour and the opportunities it offers to its
citizens there are social, cultural and financial imbalances that show London is
not yet fully open and meritocratic.

As much as the system itself can do more to be open, so our citizens also
need to believe that they can fully participate and succeed - something not
always easy from within the cultures of some of London's ethnic and socioeconomic groups.

I stand for Mayor of London with this imbalance as my core issue: I have
created a successful career and lifestyle for myself and family in London - I
want to empower others from all backgrounds and starting points to do the
same for themselves.

I have encapsulated my philosophy and approach for social and cultural
rebalancing in my call for a Cosmopolitan Community, which I describe later in
